Jacobs Engineering (Jacobs) is to conduct a lighting study to determine the lighting requirements for Lake Trafford Road from Ann Olesky Park to SR 29 (4.8 miles) and Carson Road from Immokalee Drive to Lake Trafford Road (0.5 miles).
The study shall compare roadway lighting versus pedestrian lighting to identify the improvements needed to best satisfy the needs of the community. The project area is marked in blue on the above map. The usage of Lee County Electric Cooperative (LCEC) leased equipment will be evaluated as part of the scope of work.
Jacobs provided a final Proposal in the amount of $249,930 for the design of construction plans for the corridors. On April 19, 2023 the Immokalee CRA approved cost sharing with the Immokalee MSTU to avoid delays due to funding and authorized Staff to move forward utilizing Jacobs on the lighting design.
A Purchase Order was processed on April 28, 2023 and a Notice to Proceed was issued on May 1, 2023. The work schedule shall not exceed 365 calendar days. The Kick-Off Meeting was on May 18, 2023. Jacobs has initiated traffic counts and crash data research from Collier County’s Transportation Services Division for the Lake Trafford Lighting Study and Design plans and collecting data for survey work. Once the topographic survey for the project is completed, Jacobs will proceed with the Lighting Design Analysis Report (LDAR) followed by the design plan production. The project completion is approximately forty three percent (43%); and the Lighting Study Analysis Report 30% plans were submitted to the County on November 7, 2023. Jacobs coordinated with LCEC on their existing equipment and with developers of projects under construction to identify proposed improvements. Thirty percent (30%) plans were reviewed by County Departments and the Immokalee Water and Sewer District (IWSD); and their comments were shared with Jacobs on December 12, 2023. On December 21, 2023 Jacobs provided a response to IWSD’s comments and questions. A meeting was held on January 16, 2024 with IWSD, Jacobs and the CRA to discuss in detail; and it was recommended that Jacobs check with GHD, the consultant on the Lake Trafford Road, Phase 2 ditch/sidewalk/STA improvements project from Little League Road to Tippins Terrace on the status of their project. On January 17, 2024 GHD confirm they have been on a “stop work” notice since the submittal of the 100% construction documents in March 2023. No further design or CAD work had been performed.
Jacobs has coordinated with several Project Managers for projects along the corridors for plan production and they contacted LCEC for their latest equipment available. On April 9, 2024, Jacobs advised that the County’s sidewalk project along Lake Trafford Road and Carson Road will impact this lighting design project. Their May 1, 2024 end date was a concern and Jacobs requested a Stop Work Notice on the lighting design project. Jacobs is pursuing a Change Order for the sidewalk project that includes the relocation of up to 7,500 LF of water and wastewater utility and up to 25 water connections to private service. As a result of the utility changes to the sidewalk project, there will be a potential conflict on designing the location for the street light poles on the lighting design project and Immokalee Water and Sewer Division’s challenge in funding at this time. On April 10, 2024, Staff issued to Jacobs a Stop Work Notice with 21 days remaining on the project.
This project will be completed in phases to coordinate with the Transportation Division’s project consisting of bike lanes and drainage improvements on both sides of Lake Trafford Road from Little League Road to Laurel Street, and sidewalks on the south side of the roadway from Carson Road to Krystal Lane and from North 18th Street to Laurel Street.
